The Transfer Case Control Module (TCCM) on your 4WD RG Colorado is the brain for the electronic transfer case — it drives the shift motor between 2H, 4H and 4L modes, monitors transfer-case oil temperature, and talks to the EBCM and ECM to coordinate engagement. When the TCCM is replaced (after a known fault or a swap from a wrecker), the new unit needs to be security linked to your VIN and loaded with the correct factory calibrations before 4WD mode switching will work.
All programming is done in the vehicle via OBD-II using OBDSync on a Windows laptop — no need to remove or ship the TCCM.
